I think it primarily has to do with them skirting around trade laws. International commerce is taken pretty seriously, and a lot of tax money is made from the tariffs placed on imports and exports of certain goods. The fact that it was a drug at all is rather shady to top it off because almost any reasonably developed country I can think of takes issue with unlicensed people handling drugs and moving them around.

Frankly, it's a lot of pharmaceutical company politics when it comes down to it in my opinion.
